[MilCom] 11175.0 - EPSON 77 calling SKYMASTER with message traffic

     11175.0 was active at 0240z with EPSON 77 (or sounds like;
fair/good levels with fading on signal) calling SKYMASTER with message
traffic.  Activity takes place under almost continuous EAM restoral
activity from ABSENCE and SECONDED.
