[MilCom] New Flight Test center frequency

[Blaine Brooks]

139.900   UAS Flight Test Center Operations - Graford, Texas
                   Helicopter 5 Alpha Romeo (5AR) in contact with 
"Wrangler Field"
                   doing orbit pattern. Heard faint to medium signal at 
my location.
                   Frequency was ID'ed as COM 4.

There is a Uniform frequency being used for operations as well, but after
a intensive search of 225-400, I could not find it.
