I can confirm exactly what the frequency is Blaine. Last year while enroute
to DFW I monitored that freq for activity. Based on that monitoring and two
other official sources you are listening to a Forward Air Controller
discrete at that range on Fort Hood. You won't hear the ground side of the
comms unless you are very close to the site. We were at a restaurant just
outside the base and couldn't hear anything but the aircraft working with
the controller.
276.800 MHz is also a nationwide JStars discrete. That has been verified in
use in several sections of the US. other uses of this one includes:
