I'm sure they want other pilots TO hear them. And
that's the reason they use VHF instead of UHF.
Much easier for commercial and general av pilots
to actually "hear" AF1 or 2 on approach, takeoff,
ground, or in their center sector, and know WHY the
ATC controller is giving them a security hold or diversion,
rather than a super busy controller having to answer every two
seconds to the question "sir or mam, why are we being held
or diverted?".....Could you imagine that at O'Hare?  .....:)

Sort of like public safety in a mutual aid situation. You want
everyone on the same frequency (hopefully) and be able to
talk to everyone should an emergency occur.

Regarding the simulcast, yes, it most certainly could be
done, but I think it's not (done) just for simplicity sake and
the reason above.
