Interestingly the frequency  228.45 shows two specific fixed users:
507ARW Sooner OPs/Okie Control  (Source:  USIFR Supplement)
KBKF PMSV/Metro (Source: USIFR Supplement)

225.15 Doesn't show up in most official publication as best as I can 
determine
However internet search show this as a possible Have Quick frequency hopping
frequency.   Also during Rita/Kartrina this was used as the SAR frequency #2 
Monitor "on scene"

So I guess we could assume that the frequency is available for air/air ops & 
not fixed ops as a discrete frequency?
