   Duke,

   The Army and the DOD changes.

   The  dates  on  the DD Form 4, enlistment contract, for instance, is a
   YYYYMMDD  format,  while  Army  Regulation  AR  25-50,  for  preparing
   correspondence  uses either DD MMM YY or DD Month-spelled-out YYYY for
   memos,  but  formal  letters going outside the Army are done Month DD,
   YYYY.

   Kind of changes with context.
