[MilCom] Delta 2 launch update

It is Wed, 8:30pm EDT (Thu 0030z).
Range is red (no-go) due to vessels in Launch Hazard Area. If they can  clear 
in time they will target launch for 8:38. If not they will target launch  for 
end of window at 8:52pm to give personnel adequate time to move  vessels.
