[MilCom] re: Clear and crypto on 141.3

Don't think it is secure, sounds more like background noise.
141.300 is being simulcast with 349.600. (sounds like 141.300 is
an Autocat relay)

The aircraft is ID'ing as FOA and is transmitting on 349.600,
DoD CAPE freq, and is loud/clear, but has lots of noise in the background
on 141.300.

FOA has been heard before in the days prior to a shuttle launch making 
various
comm checks.

Also comm checks on 126.650, STA/Weather freq.
