It is ETR's Range Safety Officer "Variety 1" up on 141.3 and on their UHF  
freq 294.6.  In comms with unid aircraft.

It is Thu, 10:19am EST (1519z).
  Hearing  repeated bursts of crypto on 141.3 along with occasional clear  
voice.  Clearly heard "four miles south of 528 Causeway."  That  causeway is 30 
miles north of my qth.
  Now hearing test counts.
  141.3 is associated with Eastern Test Range's Range Safety  Officer.
