[MilCom] Petro 41 QSYs from 11175 to 15025 kHz USB

It is 1:57pm EDT (1757z).
  HF-GCS stations finally heard from Petro 41 whom they have been  seeking 
for a while.
  Petro 41 is now up with Station Puerto Rico on 11175 kHz  USB requesting 
they call McGuire AFB and determine the departure  time for Petro 42. Puerto 
Rico has QSYd the comms to 15025 kHz USB.
