[MilCom] E-4B departing Patrick AFB after RON

Moments ago, at  4:10pm EDT (2010z) the  E-4B that came into Patrick  
yesterday as "Lana 28" departed Patrick. As soon as he began to depart, his freq  
356.15 WBFM began burning.
 
I am having trouble discerning his callsign; it is ______ 63 heavy, which  is 
not associated with his tail number, which is #31676 (73-1676).
