[MilCom] More from Cardfile 711; now on 371.35

It is 1:06pm EDT (1706z).
  Now CARDFILE 711 is up with Jax on 371.35 advising that it is their  acft's 
radar that has failed and not the FAA radar.

requests the latter inform Duty Office that 711 is RTB because the  radar is down in
