I'll have to question this statement.  Actually, most Presidential trip press planes depart from ADW as opposed to IAD.  Just examine the included historical report from Red1 for an illustration.

FYI, the press plane usually flies flies from/to Dulles, leaving an hour 
or so ahead of AF-1. Might be one leaving Waco Regional (KACT) early this 
afternoon as Dubya returns to DC. Friday's trip was to Seattle and 
Alberquerque, I think.
