[MilCom] Programming update

Sorry, the initial message never made it to Milcom.
I found that after programming 4 radios (2-Pro-97's and 2-Pro 2055's) using
ScanCat Lite Plus, the signal stalker was nearly deaf.
After additional testing, I discovered that Win-97 didn't create that
problem.
