I presume you mean: why isn't Spokane something like SPK or SIA?

ps: for those who don't want to read it, Spokane is named in honor of 
Major Harold C. Geiger, a pioneer in Army aviation and ballooning. 
Geiger field was renamed in 1960 but the code was not changed.
