[MilCom] 13211.0 - SKI SLOPE and ANDREWS with 4-tone data

     13211.0 was active at 0017z with ANDREWS (good/strong) working
SKI SLOPE (new day call for CORN HILL; weak/often unreadable to
unheard except during data at fair).  After confirming ANDREWS'
request regarding RADAY situation of SKI SLOPE (and ANDREWS requested
10 minutes to finish RADAY procedures) SKI SLOPE sent lengthy 4-tone
data at 0026z.
