[MilCom] Rhet 31 AAR with Call 01 on 238.9

Tanker "Rhet 31" has just switched from Miami Ctr's 127.2 to 238.9 and is  in 
comms there with Tyndall fighters in the Crystal Track near Avon Park Bombing 
 Range. He was given the altitude block FL200 - FL230.
