[MilCom] 8992.0 - BRAGGART standing by for traffic

     8992.0 was active at 0055z+/- with BRAGGART (weak/barely
readable) bcsting a (20-character EAM maybe - too weak to copy all;
XJGIN5) and simulcasting same on at least 11175.0 (weak/barely
readable).  At 0103z ANDREWS (weak; good on 6739.0) bcst a
32-character EAM (XJZL26).  At 0108z+/- BRAGGART bcst a 32-character
EAM (missed preamble but probably XJZL26) and finished with the
"Standing by for traffic" statement.
