Cliff,
  Over here Flight Check callsign is the FAA that goes
around checking ILS approaches, VOR's, and other
approaches to the airports making sure they are
working correctly.  I would imagine that is what is
happening over your way.   I think 87 is a King Air.  
Tail number is N87.
