Sorry I can't help you with the ISP problems ....However....

 >Cobra 03 has been up on 234.5mhz every week after 0300-Z working
Greenville Foxtrot and Echo while testing equipment, "orbiting" >the
area around DFW. I have found that the ground station "Greenville E & F"
is an aeronautical company in Greenville Texas "N.E. of >Dallas"
operating out of the Greenville Muni.Airport.

You mean Majors Field?. That's where E systems is located. E Systems is
probably the
company you are referring to. They do a lot of military work for the
government installing
comm systems, outfitting the VIP planes, ELINT stuff....

 >They are associated with the USAF Material Command , Det. 2
,Aeronautical Systems Center ,Wright Patterson AFB Ohio. Cobra ## >is a
NC=135W

Thanks for the confirmation on this. I have been hearing the same
traffic too,
and was wondering what it was. They do a lot of very interesting stuff
out there
at the Greenville facility. Not many folks talk about it. Perhaps they
should <winks>...
Anyway, most of the stuff I have heard from them has been testing on 349.6.
ID's as "Same Control".
