5. The Amateur Radio service is almost universally a secondary allocation. 
Hams must accept and avoid interference to/from primary users. 420-440 for
instance is actually primarily allocated to military radar. This is or was
on the exam question pools so if you are a licensed amateur radio operator
you already know this.

The band that seems to be taking the most abuse from military incursions,
the 6 Meter band, is - according to "The ARRL's FCC Rule Book", 12th edition
- listed as being "amateur exclusive" in ITU regions 2 and 3 which includes
the good old US of A.  AND half of the 160 meter band, all of the 80 meter
band in the USA, all of the 20 meter band, all of the 17 meter band, all of
the 15 meter band, all of the 12 meter band, all of the 10 meter band, as I
mentioned the 6 meter band, the 2 meter band, and the 222-225 MHz band.  You
are correct about the 440 band and upwards.  So it is indeed NOT almost
"universally" a secondary allocation according to the FCC; ARRL's book cites
rule 2.106 which is in the broader regulations and not part of 47 CFR 97
which is Amateur specific.
