of an incident were determined, the PAO could wait weeks or months,
until a board of investigation made a determination.
The correct response, IMHO, is for a PAO to issue a statement about
the facts known in connection with an incident, and the disclaimer is
that the cause is under investigation.
Unfortunately, the PAOs may often be far enough down the food chain
that the initial report of an incident many times is a news media rep
requesting information. The radio network isn't the only "leak"
on incidents.
