  Patrick C-130 "King 64" is taking off from Patrick AFB.  He just came up on 
King Ops 321.0 and informed them:
  "Tell the US Coast Guard that we are going to go about 20 miles  offshore 
and pollute the ocean there with flares; contact them on 22A  [157.1]."
