Hello Francesco:

Thanks for your comments. Westover JARB when tower is in operation is 
considered Class D airspace.
 HOWEVER, when the tower closes at military airfields, I believe that the 
category
changes basically to uncontrolled airspace below what was normally the 
controlled airspace of the tower.

There has been a few times when fly overs & low approaches haven't been 
permitted. e.g.  I think the last time
the UN General Assembly was in session, some of the countries aircraft after 
dropping off their diplomatic
team has RON'd at KCEF.
