[MilCom] REACH 9015 landing gear problem: 13927.1 kHz USB

It is 4:45pm EDT (2045z).
  REACH 9015, a NY-ANG C-5 based at Stewart ANGB, is up on an HF phone  patch 
with TACC via 13927.1 kHz USB (MARS Net). REACH 9015 has departed Davis  
Monthan AFB en route to Warner Robins AFB GA. They are unable to retract  their 
landing gear and want to divert to Kelly Field for maintenance. They  do not 
have sufficient gas to get to Stewart, and although they have sufficient  gas for 
Robins, they prefer Kelly Field so as to jack up the acft. Otherwise  would 
go to San Antonio and arrive there at 2245z.
