      It's more like "This is the high frequency Global Net Control 
System..." and it is to announce that they are maintaining a 
listening watch on all HFGCS frequencies 4724.0 and up.  ANDREWS sent 
another of the all frequencies bcsts at 0215z, read once and gone.
