[MilCom] MIL: 11175.0 - OFFUTT as the Global Net Control System

11175.0 was active at 0142z with OFFUTT (strong levels here) bcsting a 
message that sounded something like "This is the all frequency Net Control 
System monitoring the following freqencies..." and listing all public HFGCS 
freqs from 4724.0 up, sent maybe 3 times (only half paying attention), iding 
as OFFUTT and gone.
