[MilCom] MIL: 11175.0 - MCCLELLAN and RSC

11175.0 has been active since 1930z with MCCLELLAN (weak/readable), OFFUTT
(strong), ANDREWS (weak) and maybe others conducting signal checks with RSC
(unheard here). At 1945z+/- the NCS (OFFUTT) sent one of their periodic
published frequency "listening watch" broadcasts, new to this year.
