AIRCRAFT CLASSES- For the purposes of Wake Turbulence Separation Minima, ATC
classifies aircraft as Heavy, Large, and Small as follows:

Heavy- Aircraft capable of takeoff weights of more than 255,000 pounds
whether or not they are operating at this weight during a particular phase
of flight.
Large- Aircraft of more than 41,000 pounds, maximum certificated takeoff
weight, up to 255,000 pounds.
Small- Aircraft of 41,000 pounds or less maximum certificated takeoff weight

I think "heavy" is defined by the FAA as "greater than 300,000 pounds
gross weight" so, no.

EVAC (strictly "MEDEVAC" or "AIREVAC") can be used by any military air
ambulance flight.  See AIM 4-2-4-a-6-b-2 for details.  These days,
since the dedicated air ambulance fleet has been dismantled, just about
any AMC aircraft could be flying an EVAC mission.
