I think "heavy" is defined by the FAA as "greater than 300,000 pounds 
gross weight" so, no.

EVAC (strictly "MEDEVAC" or "AIREVAC") can be used by any military air 
ambulance flight.  See AIM 4-2-4-a-6-b-2 for details.  These days, 
since the dedicated air ambulance fleet has been dismantled, just about 
any AMC aircraft could be flying an EVAC mission.
