Hmm,

Duane personally I would think that there would be more than mike clicks in 
this type of operation BUT it is possible..   Encrypted or perhaps 
frequency/hopping encrypted spreadspectrum radios see

there's information buried in the AF publications AFI 11-2KC-10V3 "KC 10 
Operating Procedures" OR AFI 11-2KC-135V3 "KC135 Operating Procedures"...

On published refueling trackes he refueling aircraft contacts the 
appropriate ARTCC when setting up a/r contact...
