[MilCom] MIL: 11175.0 - ADVOCATE and SCOUT 33

      11175.0 was active at 1943z with ADVOCATE (very weak/often 
unheard and unreadable) working OFFUTT for a phone patch to a DSN 884 
number (VQ3 SDO). At 1946z OFFUTT worked SCOUT 33 (very weak/mostly 
unheard and unreadable) and told him there was no current 
traffic.  SCOUT 33 then apparently requested an authentication 
because OFFUTT came back with "authenticate WHISKEY" but then 
corrected it to CHARLIE and gone.
