[MilCom] MIL: 11175.0 - TUFF 14 and CHILL 42

11175.0 was active at 1807z with TUFF 14 calling TUFF 12 with no response,
but raising OFFUTT. At 1851z CHILL 42 (spelled callsign; fair levels) called
MAINSAIL and raised OFFUTT for an "ops normal, negative relay" and gone.
