[MilCom] MIL: 11175.0 - SCRAMBLE standing by for traffic

Just had SCRAMBLE on 15016.0 a rebroadcast of 3P75SS then 3P6RKH.
Repeated the "standing by for traffic" 3x.
Signal was fair with fading to unreadable.
