[MilCom] MIL: 11175.0 - SAM 049

      11175.0 was active at 1713z with OFFUTT (good levels here) calling 
SAM 049 a number of times with no known response and quiet.

      Re that "good levels here" signal report. I've noticed that at least 
one of the sites used by the HFGCS is usually at good to strong levels here 
during local mid day to local early afternoon.  That hasn't always been the 
case.  When ALBROOK and MACDILL closed, mid day signal levels from the GHFS 
would often go for hours to weak/often unreadable levels, and remained that 
way for years. However this year at least one site is consistently good 
through the mid day, much as it was prior to 1998 or so.
