[MilCom] Selfridge ANGB Open House Restrictions

This MAY be a result of the Blue Angels demo. During the 2004 NAS Jax open
house the same restrictions were imposed "due to safety requirements by the
Blue Angels". At that show some of the ingress and egress routes by the 
Blues were over the parking area. IIRC they began securing the parking area
approx 1.5 hours prior to the Blues performance.
