[MilCom] MIL: 11175.0 - TEAL 13

      11175.0 was active at 2044z with TEAL 13 (fair levels here; southern 
accented operator) calling MAINSAIL and eventually raising PUERTO RICO 
(weak) for a phone patch to MIAMI HURRICANE CENTER.  Discussion of 
attempted sending of weather observations.  Maybe having problems in the 
transmission.  Talk of sending info by SATCOM or "one by one via HF."  Must 
be a system somewhere:35 knot winds and talk of a "center."  Patch 
terminated and gone but back up at 2058z with another patch.
