[MilCom] Winchester

There seems to be some discussion as to the
"Winchester" phrase. Winchester is and always was a
term we used to signal "we" were totally expended on
ordinance. Often we would call on the air "We are
Winchester at this time" etc. We never used it or
heard it used as a callsign. Maybe this will help
clear up some stuff.
