A judge has agreed with PA mayor Ed Rendell, that the fed gov't does not
supercede the state.  Rendell sued because WGNAS houses the PA NG also,
thereby halting the base closure.

Meanwhile, the federal commission voted to pull the Navy from WGNAS.
