[MilCom] BRAC: Ellsworth & Cannon Dodge Bullet

BRAC Commission  recommends Ellsworth and Cannon AFB to remain open.

Ellswoth B-1s will stay put and Cannon will stay open as an AIir 
Force "enclave" losing its 27th Fighter Wing (and operating at a 
diminished capacity) until the Air Force can find a new mission 
aircraft to be based at Cannon.  The Air Force has until 2009 to 
decide what it wants to base at Cannon or it will be closed. F-16s 
from the NMANG will still be based at Cannon.
