[MilCom] MIL: 11175.0 - KW 068 and OFFUTT

     11175.0 was active at 0220z with OFFUTT (strong levels here)
calling KW 068 "transmitting in the blind"," KH, time 20,
authentication OK" (3x), closing with the standard "if you copy please
acknowledge" and out.  At 0224z OFFUTT called KW 068, "acknowledge
your transmission 0222z, OFFUTT out" and quiet.  OFFUTT repeated the
xmsn at 0226z.  (Nothing heard from KW 068 here on 11175.0).  At 0229z
OFFUTT came up and instructed KW 068 to QSY to 11175.0 and out.
