[MilCom] FAA UHF Spectrum Holes

Just thinking out loud, is it possible that some UHF frequencies are 
not used as they are not usable due to receiver local osciallator
signals or other internal signals in co-located equipment at
multi-frequency sites?  Also, are some of these "holes" related to some
special purpose satellite uplink channels and would not be user friendly
to "bird" users?
