[MilCom] MIL: 8992.0 - SLIP 28

SLIP 28 good/fair in SC. I pulled up the WX radar for SD. Looks pretty 
nasty. Gusts to 60 with icing conditions.
SLIP 28 getting Offutt WX now for poss. divert.
