[MilCom] MIL: 8992.0 - SLIP 28

      8992.0 was active at 0108z with SLIP 28 (fair/good levels here) 
calling SKYBIRD a couple of times and raising OFFUTT (good) for a 
phonepatch to ELSWORTH CP, which in turn patched him in to GRIFFIN.
