Looking at the FCC records here's what's listed for "Flight Test" freqs:

233.80:  CT
256.50:  NY
257.20:  MD
268.80:  NY
275.20:  GA, LA
304.60:   FL
309.80:  NY
314.30:  GA
314.60:   FL, MD
324.60:   FL
346.40:  GA
359.40:  CT
360.40:  LA, NY
380.40:  CT
382.60:  GA, MD
384.60:  CT

As you can see not too many states with activity due to the nature of where 
the major military aircraft manufacturers are located.
