As published on this list many many times over the years and as recently
as Apri 30, 2004, one of these days we really need a FAQ. ;-)
Yes Scott this is a satellite frequency. From my April 30, 2004 post:

The 149.91, 149.94, 149.97 and 150,03 frequencies are used by military
version of the Russian NAVSATs. These are 50 baud data signals. They
have been around for many many years. There are five frequencies in this
region paired with UHF freqs around 400 MHz.

149.910	Russian military navigation satellites p/w 399.760 (FSK)
149.940	Russian military navigation satellites p/w 399.840 (FSK)
149.970	Russian military navigation satellites p/w 399.920 (FSK)
149.985	US polar orbiting navigation satellites - phased out (FSK)
150.000	Russian civilian navigation satellites p/w 400.000 (FSK)
150.030	Russian military navigation satellites p/w 400.080 (FSK)

This information has been widely published on the net and ANY of the
major search engines will get you more info if you want. I won't repeat
all that here. Check for the Hearsat website and you will probably find
some very specific info that I provide several years ago on these birds.

hear telemetry around this freq along with a doppler
shiftin freq.  I seem to recall there being a Russian
bird around here.
