In 1994 I flew from Miami and Cozumel.  We flew over the Florida
Straits and over western Cuba.  While over water I noticed a lot of
towers and other odd contraptions just in the middle of nowhere.  I
didn't such things once we were over the western Gulf/Caribbean so I'm
assuming it's cloak and dagger stuff rather than navigation.  But I
could be wrong.
