[MilCom] MIL: 8992.0 - DETERGENT and HANDRAIL

      8992.0 was active at 1907z with DETERGENT (weak/readable with qsb on 
signal) calling MAINSAIL "with request" and raising [OFFUTT maybe; mostly 
unheard - poor propagation] for a phone patch to a commercial area code 402 
number.  During the request HANDRAIL popped up on freq at 1909z with an EAM 
(4U2DBW), simulcasting same on at least 11244.0 (weak/fair with qsb) and 
13155.0 (weak/unheard to sometimes fair levels) with nothing heard on 
6697.0.  At the conclusion of the string HANDRAIL called DETERGENT on 
8992.0 with no known response and nothing further re the phone patch request.
