[MilCom] MIL: 8992.0 - HANDRAIL

      8992.0 was active at 1712z and 1716z with HANDRAIL (weak/readable 
levels here) calling MAINSAIL a number of times with no known response.

      11175.0 was active at 1723z with NAVY 676 (weak/fading) calling 
ANDREWS a number of times. At 1724z HANDRAIL called MAINSAIL.  Poor local 
mid-day propagation.
