the use of a radio system away from any operational base:

BTW Grove's "Military Frequency Directory" 2nd edition also claims that 
AFOSI utilizes frequencies in the 138-144 mhz band.   I'd assume that the 
radio systems are now all encrypted.  Also the primary communications device 
is a digital cellphone and not a radio.
